Procurement of Procurement Agent Services

CNPC/Consult/QCBS/003

1.    The Government of Cote d’Ivoire (GOCI) received a grant from the Millennium Challenge Corporation (MCC), and intends to apply parts of the proceeds of the funds to contract payments for goods, works and services. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to fund professional procurement agent services from a firm/organization (“Procurement Agent” or “Consultant”) to assist the Government with the implementation of the Compact program in a transparent and sound manner.

2.      The proposed Compact includes two (02) projects:

(i)     The Skills for Employability and Productivity Project (Skills Project) which aims to improve the employability of Ivoirians and enhance the productivity of the private sector by improving the quality and relevance of, and access to, basic and technical skills in response to private sector demand;

 

(ii)    The Abidjan Transport Project (Transport Project) aims to increase the competitiveness of Abidjan as the country’s growth pole by improving the mobility of goods and people.  The Transport Project will include infrastructure and institutional strengthening investments designed to improve traffic fluidity and decongest a central corridor of the city linking the Port of Abidjan to points north, west and east.

3.   The Coordination Nationale du Programme Compact Côte d’Ivoire, CNPC on behalf of the Government now requests Proposals from suitably qualified, experienced and eligible consulting firms to provide Procurement Agent Services. The details on these consultant services are provided in the Terms of Reference in Section V of the Request for Proposal (RFP).

4.    This RFP follows the General Procurement Notice that appeared in CNPC’s Web Site on August 24, 2017, dgMarket on August 29, 2017, UNDB Online on September 22, 2017.

5.  The Procurement Agent will be fully responsible for all procurement activities (except for those listed in the non-procurable items in the Fiscal Accountability Plan (FAP)). These will include contracts of various sizes in the Skills and Transport Projects (engineering design, construction supervision, construction, environment impact assessment, gender/health/safety issues, monitoring and evaluation, goods and other related categories); and other technical assistance. Additional contracts could include public media campaigns, user surveys, and small shopping activities. Some large contracts under the Transport Project will be FIDIC based.

6.    The Procurement Agent services, and the contract expected to be awarded, are required for a fixed price up to 12 months of a base period, plus six options periods of one year (12 months) each. However, the final option period may be more or less than 12 months and will include a 120-day period after the expiration of the Compact and as may be determined by CNPC and MCC in accordance with the terms of the Procurement Agent Agreement. For purposes of preparing proposals, Consultants should assume that the final option period will be 12 months and fees will be paid on a pro rata basis for a duration other than 12 months.

7.   This RFP is open to all eligible Consultants who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment.

8.    A Consultant will be selected under the QCBS method (Quality and Cost-Based Selection), the evaluation procedure for which is described in sections of this RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov

9.      The minimum qualifications required of the consulting firm is described in Section III “Qualification and Evaluation Criteria

10. A Pre-Proposal Meeting will be held as follows:  Abidjan-Plateau, Cote d’Ivoire October 10, 2017 at 10:00  hours local time at the Coordination Nationale du Comité National chargé de la mise en œuvre du Programme Compact du Millennium Challenge Corporation (CNPC) Immeuble Tropique III, 8ieme Etage, Apt. D81-82, Angle Rue 148 Jesse Owens et Blvd de la République (Face Hôtel Tiama), as specified in the Proposal Data Sheet, (“PDS”), Section II of this RFP. Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory.

12.  Proposals must be delivered to the address and in the manner specified in the PDS ITC 17.5, no later than  November 3, 2017 at 10:00 hours local time in Abidjan. Consultants should be aware that distance and customs formalities may require longer than expected delivery time. Late Proposals will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Consultant. Please note that electronic Proposals will not be accepted.
