Consulting Services to Evaluate Technical Proposals

1. The Government of Côte d’Ivoire (“Government” or “GoCI”) has received a grant funding from the Millennium Challenge Corporation (“MCC”), called a Compact, and intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people.  
2. The program would include the procurement of contractors and consultants for the design, construction and supervision of schools and road rehabilitation works, including a variety of technical services, equipment and construction works in the regions of Abidjan, Bouaké and San Pedro. These contracts will be awarded through open international procurement procedures.
3. Independent review panels will be established for the selection process. The GOCI is seeking interest from qualified individual consultants to evaluate proposals from consulting firms applying for various assignments under this program. The GOCI will create a roster of available and interested experts who could be called upon short notice for a 2-3 weeks assignment on the respective technical evaluation panels. 
4. The CNPC-MCC now invites qualified and experienced individual consultants to provide the consultancy services as detailed below. Please note that interests from companies/firms shall not be considered. Individual consultants are not allowed to associate with other individual consultants or firms for this assignment.
5. The areas involved for these individual consultant recruitments required are as follows: a) Procurement Agent Services; b) Fiscal Agent Services; c) Recruitment/Human Resources Services
6. The contract is expected to start early November 2017. Consultants should assume that the evaluation work will require about 2 weeks for each instance/consulting service.
7. For all these positions, we may hire more than one individual. Also, individuals may indicate their interest in more than one area if they meet the qualification requirements. This announcement will be used to create a long list of experts who would then be contacted at different times for their availability.
8.
