Consulting Services to Evaluate Individual Consultant Proposals

  1. The Government of Côte d’Ivoire (“Government” or “GoCI”) has received a grant funding from the Millennium Challenge Corporation (“MCC”), called a Compact, and intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people.  
  2. The program would include the procurement of contractors and consultants for the design, construction and supervision of schools and road rehabilitation works, including a variety of technical services, equipment and construction works in the regions of Abidjan, Bouaké and San Pedro. These contracts will be awarded through open international procurement procedures.
  3. Independent review panels will be established for the selection process. The GOCI is seeking interest from qualified individual consultants to evaluate other individual consultants applying for the recruitment of a Consultant to develop a Stakeholder Engagement Plan required for the Compact of Côte d’Ivoire
  4. The CNPC-MCC now invites qualified and experienced individual consultants to provide the consultancy services as detailed below. Please note that interests from companies/firms shall not be considered. Individual consultants are not allowed to associate with other individual consultants or firms for this assignment.
  5. The area involved for this individual consultant recruitments required is:  Environmental and Social Performance and Gender and Social Inclusion Services.
  6. The contract is expected to start on February 13, 2018. Consultants should assume that the evaluation work will require about one (1) week for the service required.
  7. For this position, we may hire one individual consultant under the Individual Consultants method; the evaluation procedure for which is described in sections of the RCQ in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website (wwwmcc.gov/pgg).
  8. Consultants interested in submitting their CVs/Qualifications should request a copy of the full Request for Consultants Qualifications (RCQ) by sending an e-mail with subject: Request for RCQ to Evaluate Individual Consultant Proposals to with copy to and giving their full contact details.
  9. The closing date for submitting CVs/Qualifications will be no later than February 2, 2018 at 17:00 hours local time in Abidjan
